It is time to take out ISIL's oil smuggling networks. Cut off the revenue stream.
They will still get some cash from ransom, slavery, extortion and a few slippery oil smugglers, BUT we will not degrade ISIL until and unless we take away their money. Hit the fields, trucks, refineries - all of it. Some innocent slaves will die and we regret that. It is the price of war.
It is good that you commit the USA to take out ISIL, for they are evil.
But, My Liege, be aware that the logic of events may require that Assad be gone from Syria in order to complete the destruction of ISIL.
With Assad, there is a rally point for factions to gather both for and against ISIL or Assad.
Without Assad, there will be no rally point.
The campaign will be more successful if there is no rally point.
