The unanimous Declaration of the thirteen united States of America,


When in the Course of human events, it becomes necessary for one people to dissolve the political bands which have connected them with another, and to assume among the powers of the earth, the separate and equal station to which the Laws of Nature and of Nature's God entitle them, a decent respect to the opinions of mankind requires that they should declare the causes which impel them to the separation.

We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.

--That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed,

--That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness.

Prudence, indeed, will dictate that Governments long established should not be changed for light and transient causes; and accordingly all experience hath shewn, that mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed. But when a long train of abuses and usurpations, pursuing invariably the same Object evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security.

--Such has been the patient sufferance of these Colonies; and such is now the necessity which constrains them to alter their former Systems of Government. The history of the present King of Great Britain is a history of repeated injuries and usurpations, all having in direct object the establishment of an absolute Tyranny over these States. To prove this, let Facts be submitted to a candid world.

He has refused his Assent to Laws, the most wholesome and necessary for the public good.

He has forbidden his Governors to pass Laws of immediate and pressing importance, unless suspended in their operation till his Assent should be obtained; and when so suspended, he has utterly neglected to attend to them.

He has refused to pass other Laws for the accommodation of large districts of people, unless those people would relinquish the right of Representation in the Legislature, a right inestimable to them and formidable to tyrants only.

He has called together legislative bodies at places unusual, uncomfortable, and distant from the depository of their public Records, for the sole purpose of fatiguing them into compliance with his measures.

He has dissolved Representative Houses repeatedly, for opposing with manly firmness his invasions on the rights of the people

He has refused for a long time, after such dissolutions, to cause others to be elected; whereby the Legislative powers, incapable of Annihilation, have returned to the People at large for their exercise; the State remaining in the mean time exposed to all the dangers of invasion from without, and convulsions within.

He has endeavoured to prevent the population of these States; for that purpose obstructing the Laws for Naturalization of Foreigners; refusing to pass others to encourage their migrations hither, and raising the conditions of new Appropriations of Lands.

He has obstructed the Administration of Justice, by refusing his Assent to Laws for establishing Judiciary powers.

He has made Judges dependent on his Will alone, for the tenure of their offices, and the amount and payment of their salaries.

He has erected a multitude of New Offices, and sent hither swarms of Officers to harrass our people, and eat out their substance.

He has kept among us, in times of peace, Standing Armies without the Consent of our legislatures.

He has affected to render the Military independent of and superior to the Civil power.

He has combined with others to subject us to a jurisdiction foreign to our constitution, and unacknowledged by our laws; giving his Assent to their Acts of pretended Legislation:

For Quartering large bodies of armed troops among us:

For protecting them, by a mock Trial, from punishment for any Murders which they should commit on the Inhabitants of these States:

For cutting off our Trade with all parts of the world:

For imposing Taxes on us without our Consent:

For depriving us in many cases, of the benefits of Trial by Jury:

For transporting us beyond Seas to be tried for pretended offences

For abolishing the free System of English Laws in a neighbouring Province, establishing therein an Arbitrary government, and enlarging its Boundaries so as to render it at once an example and fit instrument for introducing the same absolute rule into these Colonies:

For taking away our Charters, abolishing our most valuable Laws, and altering fundamentally the Forms of our Governments:

For suspending our own Legislatures, and declaring themselves invested with power to legislate for us in all cases whatsoever.

He has abdicated Government here, by declaring us out of his Protection and waging War against us.
He has plundered our seas, ravaged our Coasts, burnt our towns, and destroyed the lives of our people.

He is at this time transporting large Armies of foreign Mercenaries to compleat the works of death, desolation and tyranny, already begun with circumstances of Cruelty & perfidy scarcely paralleled in the most barbarous ages, and totally unworthy the Head of a civilized nation.

He has constrained our fellow Citizens taken Captive on the high Seas to bear Arms against their Country, to become the executioners of their friends and Brethren, or to fall themselves by their Hands.

He has excited domestic insurrections amongst us, and has endeavoured to bring on the inhabitants of our frontiers, the merciless Indian Savages, whose known rule of warfare, is an undistinguished destruction of all ages, sexes and conditions.

In every stage of these Oppressions We have Petitioned for Redress in the most humble terms: Our repeated Petitions have been answered only by repeated injury. A Prince whose character is thus marked by every act which may define a Tyrant, is unfit to be the ruler of a free people.

Nor have We been wanting in attentions to our Brittish brethren. We have warned them from time to time of attempts by their legislature to extend an unwarrantable jurisdiction over us. We have reminded them of the circumstances of our emigration and settlement here. We have appealed to their native justice and magnanimity, and we have conjured them by the ties of our common kindred to disavow these usurpations, which, would inevitably interrupt our connections and correspondence. They too have been deaf to the voice of justice and of consanguinity. We must, therefore, acquiesce in the necessity, which denounces our Separation, and hold them, as we hold the rest of mankind, Enemies in War, in Peace Friends.

We, therefore, the Representatives of the united States of America, in General Congress, Assembled, appealing to the Supreme Judge of the world for the rectitude of our intentions, do, in the Name, and by Authority of the good People of these Colonies, solemnly publish and declare, That these United Colonies are, and of Right ought to be Free and Independent States; that they are Absolved from all Allegiance to the British Crown, and that all political connection between them and the State of Great Britain, is and ought to be totally dissolved; and that as Free and Independent States, they have full Power to levy War, conclude Peace, contract Alliances, establish Commerce, and to do all other Acts and Things which Independent States may of right do. And for the support of this Declaration, with a firm reliance on the protection of divine Providence, we mutually pledge to each other our Lives, our Fortunes and our sacred Honor.

The Freeman's Oath was the first paper printed in New England. Printed in Cambridge Massachusetts, by Stephen Day, in 1639. There is no known copy of the original.  Below is one version of the Freeman's Oath.  It changed slightly from providence to providence.

I __[NAME]______being by gods providence, an Inhabitant, and Freeman, within the Jurisdiction of this Commonwealth; do freely acknowledge myself to be subject to the Government thereof: And therefore do here swear by the great and dreadful Name of the Ever-living God, that I will be true and faithful to the same, and will accordingly yield assistance and support there unto, with my person and estate, as in equity I am bound; and will also truly endeavor to maintain and preserve all the liberties and privileges thereof, submitting myself to the wholesome Laws and Orders made and established by the same. And further, that I will not plot or practice any evil against it, or consent to any that shall so do; but will timely discover and reveal the same to lawful Authority now here established, for the speedy preventing thereof.

'...In November 2011, one of my graduate students emailed me a link to a YouTube video. He said it was about Russia and that it would shock me. I doubted it: after following economic and political events in post-Soviet Russia for twenty years, I felt I was unshockable. I was wrong. My jaw dropped as I watched 20,000 ordinary Russians booing Vladimir Putin as he stepped into a ring at a martial arts match to introduce the fighters. A few weeks later, when the December 2011 parliamentary elections were held, Putin’s United Russia Party still won, but only by a slim majority. Multiple reports of election fraud spread quickly on social media after the polls closed, and people took to the streets in the largest popular demonstrations since the fall of the Soviet Union.

It was around this time that one of my closest Russian colleagues told me that he believed that the only thing that Putin truly feared was the power of “uncontrolled” social media. In the year that had then just passed, Putin had watched as, one by one, leaders of authoritarian regimes in the Middle East and North Africa were overthrown by protesters during the Arab Spring. He was determined not to allow this to happen in the streets of Moscow.

A month ahead of the March 2012 presidential election, some 100,000 Russians demonstrated in -18° C temperatures in Moscow, calling for a rerun of the disputed December parliamentary elections—to no avail: Putin won his third term. But the day before his inauguration, violent clashes erupted between police and some 20,000 protesters in Moscow’s Bolotnaya Square. He responded by signing a law criminalizing public protests without a permit. Even so, on June 12, about 70,000 brave demonstrators marched in defiance. The war between Russian civil society and the Kremlin was on. Unfortunately, it received limited attention outside Russia, much less any credible coverage on traditional media inside Russia—which the government already controlled....

In July 2012, Putin signed the Internet Restriction Law, which established a federal blacklist of websites containing any content that the government deemed “extreme.” The law permitted Roskomnadzor, the mass-media regulator, to block—without a court order—public access to any website; it also expanded a ten-year-old statute, the Law on the Counteraction of Extremist Activity, that permitted courts to issue cease and desist orders at the government’s request to media companies that published or aired material that could be damaging to an individual’s image. There would be no more satirical puppet shows mocking politicians....'


Life in Russia Below Average Says OECD

Russian Federation - How’s Life?

The Russian Federation has made progress over the last decade in improving the quality of life of its citizens, despite lower than average scores in some topics on the Better Life Index. The Russian Federation ranks above the average in education and skills, and work-life balance but below average in the dimensions of subjective well-being, income and wealth, jobs and earnings, personal security, environmental quality, housing, civic engagement, social connections, and health status. These rankings are based on available selected data.

Money, while it cannot buy happiness, is an important means to achieving higher living standards. In the Russian Federation, the average household net-adjusted disposable income per capita is lower than the OECD average of USD 33 604 a year. In terms of employment, around 70% of people aged 15 to 64 in Russia have a paid job, above the OECD employment average of 68%. Some 76% of men are in paid work, compared with 66% of women. In the Russian Federation, very few employees work very long hours, at 0.1% compared with 11% on average in the OECD, with 0.2% of men working very long hours compared with almost no women.

Good education and skills are important requisites for finding a job. In Russia, 94% of adults aged 25-64 have completed upper secondary education, much higher than the OECD average of 78%. This is truer of women than men, as 93% of men have successfully completed high-school compared with 95% of women. In terms of the quality of the educational system, the average student scored 492 in reading literacy, maths and science in the OECD's Programme for International Student Assessment (PISA), slightly higher than the OECD average of 486. On average in the Russian Federation, girls outperformed boys by 8 points, higher than the average OECD gap of 2 points.

In terms of health, life expectancy at birth in the Russian Federation is 72 years, eight years below the OECD average of 80 years. Life expectancy for women is 77 years, compared with 67 for men. The level of atmospheric PM2.5 – tiny air pollutant particles small enough to enter and cause damage to the lungs – is 15.5 micrograms per cubic meter, higher than the OECD average of 13.9 micrograms per cubic meter. The Russian Federation could do better in terms of water quality, as only 55% of people say they are satisfied with the quality of their water, lower than the OECD average of 81%.

Concerning the public sphere, there is a moderate sense of community and level of civic participation in the Russian Federation, where 89% of people believe that they know someone they could rely on in time of need,  the same as the OECD average. Voter turnout, a measure of citizens' participation in the political process, was 68% during recent elections,lower than the OECD average of 68%. Voter turnout for the top 20% of the population is an estimated 72% and for the bottom 20% it is an estimated 69%, a much narrower gap than the OECD average gap of 13 percentage points, and suggests there is broad social inclusion in Russia's democratic institutions.
In general, Russians are less satisfied with their lives than the OECD average. When asked to rate their general satisfaction with life on a scale from 0 to 10, Russians gave it a 5.8 grade on average, lower than the OECD average of 6.5.

OSCE - Russian Elections Lack Choice


MOSCOW (Reuters) - The Organization for Security and Co-operation in Europe said on Monday there had been no real choice in Russia’s presidential election and complained it had been marked by unfair pressure on critical voices

“Choice without real competition, as we have seen here, is not real choice,” the OSCE said in a statement, adding that restrictions on fundamental freedoms, as well as on candidate registration, had limited the space for political engagement.

The OSCE gave its verdict after President Vladimir Putin won 76.69 percent of vote in a landslide re-election victory on Sunday, extending his rule over the world’s largest country for another six years.
Putin’s critics, including opposition leader Alexei Navalny, who was barred from running in the race, said there had been widespread fraud and that observers had seen people being bussed to polling stations by their own employers.

The Central Election Commission said on Monday morning that it had not registered any serious complaints of violations.

But the OSCE said political rights and fundamental freedoms of assembly, association and expression had been limited in Russia since 2012, and that some activists had who questioned the election’s legitimacy had been detained.

“Observers noted a variety of measures, some involving inappropriate pressure on voters, aimed at increasing turnout. Persistent pressure on civil society, the absence of critical reporting in most media, and concerted efforts to increase turnout characterized the political environment of this election,” the OSCE said. “While the incumbent president did  not participate in debates or in campaigning, the extensive coverage of his official activities provided him with a dominant presence”, it added.
