A sociopath considers any situation and then decides whether she can take advantage of the situation. If she can benefit from taking an action, she takes the action.
As far as she is concerned, that ends the matter. Whatever happens to others is of no concern. Even though an action may cause discomfort or worse to people in the area, she takes the action since other people are just like cardboard cut outs or plants - what happens to them is not important.
When such a person is in a position of power, then she will take many actions that benefit her directly. She leaves any explanation or justification of that action to others and moves along to the next opportunity for personal benefit.
Our policy today is little more than second tier people using the language of policy to explain the impact of a sociopath seeking gains - '..sound and fury signifying nothing' [Macbeth].
It can be worse if she is sadistic and vengeful.
